In November 2025 the Department of War (DoW) unveiled the biggest changes in 60 years of how they will purchase weapons and services. This month Congress, with bipartisan assistance, quickly made them into law in the National Defense Authorization Act (the NDAA)– 3,096 pages of legislative text and 636-page Joint Explanatory Statement
This is a top-to-bottom change of how the DoW strategies and purchases weapons, moving from agreements that focused on procedure and just how much a weapon expenses, to how quickly it can be provided. It’s the Lean Startup prepare for the Department of War.
Instead of purchasing custom-made weapons, the DoW will focus on a “business very first” technique– purchasing off-the-shelf things that currently exist and utilizing fast-track acquisition procedures, instead of the troublesome existingFederal Acquisition Regulations To handle all of this, they are rearranging the whole Acquisition community throughout the Services.
